Survey of containers

Russian Maritime Register of Shipping (RS) is authorized to perform testing, approval and survey of containers under the International Convention for Safe Containers, 1972, Customs Convention on Containers, 1972, International Maritime Dangerous Goods Code.

RS issues documents allowing international operation of containers and their transport by sea, road and rail.

As a National Registration Organization, RS represents the Bureau International des Containers (BIC) in the territory of Russia, the CIS and Baltic States, and it renders container owner registration services in these countries.

RS carries out survey of containers under the Container Rules. The Container Rules have been developed by RS on the basis of the International Convention for Safe Containers, 1972, Customs Convention on Containers, 1972, International Maritime Dangerous Goods Code, IACS Unified Requirements and relevant IMO Resolutions and UN recommendations for the carriage of dangerous goods, international and national standards.

RS is actively involved in the survey of tank containers. Over 40 tank-container deigns have been approved including types 0, IMO 1, IMO 2, IMO 5, IMO 7 and UN tank containers. RS carries our survey during construction of general-purpose and specific cargo containers at plants in Russia, Belorussia, Ukraine, and other countries. RS carries out survey in operation of various types of containers on an ongoing basis.

RS works in close cooperation with leading research institutes, design offices and testing centres.

RS offers a wide range of services for container manufacturers, owners, carriers and for insurance, leasing and forwarding companies including:
  • review of technical documentation at container design and upgrading;
  • survey during manufacture of materials and products intended for container manufacture;
  • survey during container manufacture;
  • survey during container repair and upgrading;
  • performance of special surveys of containers in service;
  • technical supervision during testing of tank containers and thermal containers;
  • assessing of container damage extent;
  • recognition of manufacturers, repair depots and testing stations;
  • issue of approval certificates and other container certificates;
  • stamping of container convention plates;
  • consulting services;
  • issue of expert conclusions on possibility of carriage of dangerous goods in tank containers;
  • dangerous goods declaration services.
At customers request, RS carries out survey of containers and review of technical documentation under:
  • national standards;
  • RS Container Rules;
  • national regulations for carriage of dangerous goods by sea;
  • International Convention for Safe Containers (CSC), 1972;
  • Customs Convention on Containers (CCC), 1972;
  • international ISO standards;
  • International Maritime Dangerous Goods (IMDG) Code;
  • European Agreement Concerning the International Carriage of Dangerous Goods by Road (ADR);
  • Regulations Concerning the International Carriage of Dangerous Goods by Rail (RID);
  • requirements of the International Union of Railways (UIC);
  • UN recommendations on the Transport of Dangerous Goods;
  • standards of the Institute of International Container Lessors (IICL).
